communal or commercial composting facility

"communal or commercial composting facility" means a facility where microbial decomposition of organic controlled solid waste is carried out under controlled aerobic conditions to convert organic materials into a humus-like product for use as soil conditioner or fertilizer and may include vermicomposting, turned windrows, aerated static piles or aerated in-vessel systems which serves two or more premises, and in the case of commercial composting facility, which produces compost for sale;
